As far as I remember, Jiraiya did have intel on Naruto. Jiraiya had the key to Naruto's seal and Jiraiya knew what would happen if he made even a little mistake when trying to teach Naruto to control the Kyuubi's chakra

We all know that the reason Jiraiya nearly died is because he was trying to restrain Naruto without fully harming or killing him and until he turns back to normal.
