Tobirama was able to at least challenge Orochimaru's control, until Hiruzen shows himself to be able to do that Tobirama is stronger, IMO.

raw power alone doesnt determine the winner of a fight. hanzo resisted kabuto's control by sheer will. nagato could not.

In my opinion i would say Tobirama because he bested an MS user, and created some of the most powerful and dangerous jutsu in shinobi history.

Accoriding to Hiruzens hype from his prime he is the strongest, but majority of people from this base will say tobirama is because they:

1. Either dont like Hiruzen

2. Excited the tobirama is back, and dont need hype or feats for him, just deem him stronger.




I think we should wait till after the war, so we can see them both in action.
