Shikamaru and Neji are Jounin since The second part of Naruto has began.

Ino and Choui proved their worth in The battle near sea where Darui unit was fighting

Hinata proved her worth in The War in general

Shino didn't have much screen time but proved his worth in the war as well.

Rock Lee deserved to be Jounin since second part of Naruto has began, well that what I think.

Kiba and Ten Ten... well I am not impressed enough by their showing to give them Jounin rank... rather high chounin level.

Kiba, Ino and Hinata could be tokubetsu jounin for their support abilities; but as far as fighting skillset goes; they are not jounin level imo.
