This is because DSM Kabuto considers himself inferior to Hashirama, and the only way for that to be is if he doesn't consider Edo Tensei his own power. So if he doesn't consider it his own power, we can't either.

Anyways, it's obviously Kabuto. Nobody can handle those edos. Of course, now that Oro has the 4 Kages...it's much more debatable. But until we see them in action, Kabuto remains at the top.
