"Onoki easily", or "Tsunade with some difficulty". Onoki is just too hax and powerful for these Kages, guy is a ****ing beast. The only one who can survive Onoki's Jintons and flight would be Tsunade assuming she's in Byakugou/Regen mode, and she has Katsuyu which means stuff like flight shouldn't technically be a problem.

After she takes the hit I don't doubt her to be able to regenerate, problem is hitting or killing Onoki after that. I think outlasting him will be easy if he keeps trying to "kill" her with Jinton which takes quite a lot of chakra, but after all the shit that's happened in the war he's still fighting(however, it was admittedly thanks to healing by Tsunade that he's come this far).

In a fight between all 5 Kages, the answer is with absolutely no doubt Onoki, however if Tsunade is in regeneration mode assuming she gets it off before Onoki nukes the field then everyone else will die except the two. Then there's chance for Tsunade to win, it becomes an endurance battle that could go either way IMO, still leaning towards Onoki for obvious reasons.

The way I see Tsunade winning would involve playing dead (Kind like what she was doing while on Susanoo Sword) and waiting til everyone beats the shit out of each other and then with relatively high stamina left go nuts.
Whether Tsunade can heal from Jinton remains to be seen. But Jinton would screw A and Mei without a doubt. Gaara can also fly so potentially he could be out range of the jinton that hits the other kage. And If he puts enough sand infront of him when Oonoki tries to hit him with Jinton he may (like the sealing pyramid) be able to block Jinton. Gaara's Sand Tsunami creates a problem for the kages who are bound to the ground. But if Tsunde Summons Katsuyu she should be able to get out of the sand while being on top of Katusyu. In terms of them being in the air. Two can stay aerial and Tsunade can jump extremely high (when she was lifting Gamabunta's sword and was still extremely high of the ground). She's the hardest to literally kill.
Mei may actually be able to beat A even with his speed if she has herself surrounded in Acidic Fog. I imagine because it's chakra enhanced fog it would eat away at the raiton cloak as A runs leaving him eventually exposed to the mist, her lava and her suiton. And slower for that matter. Also her Suiton reached Madara in the air so it could probably reach Oonoki and Gaara. Whether they can avoid it is the key. She's also quick with forming multiple suitons.
So I say likelihood goes like this
1.Oonoki
2.Gaara
3. Tsunade
4.Mei
5. A
