The prime 3rd Hokage hasn't been shown, Tobirama has basically never been shown :'(, Tsunade is basically all feats.

It is between Minato and Hashirama.....

I'd say Hashirama. The man was nothing but hype the whole time, and despite never seeing he himself fight we have seen representations of his style through Yamato and Madara as well as the text that Madara has said several times that his only threat right now would've been Hashirama...

Tobirama?! thats not even a respectable opinion. according to history he was defeated by the Gold and Silver brothers, who last time I checked were completely destroyed by a ragtag combination of Darui and InoShikaCho.

And if thats not embarassing enough, a 69 year old Hiruzen Sarutobi was strong enough to outsmart and seal him along with the first hokage while simultaneously fighting with Orochimaru.

As far as hype goes, the third was about as perfect Hokage as you could have had. The entire village loved him, he was immensely powerful, had an incredibly strong moral compass, and died in a heroic attempt to save the village.

Hiruzen wins hands down..

I'd say all of them.

Hashirama... well, look at what Madara's doing thanks to his jutsu, so yeah, he lived up to his hype.
I'd say Tobirama too, I mean, using Suiton at such a scale with no water around and with only ONE seal.
Hiruzen... at that old age to be able to fight against one of his students, a Sannin and two former Hokages I say it speaks a lot.
Minato, needless to say. I think we all know it.

Now, Tsunade, why people hate her, I really don't understand neither care, to be honest. Her hype was as the strongest Kunoichi and best medical ninja in the Narutoverse.
And was shown that she lives up to this hype.
I mean, let's take the most recent example:
Who's the one sliced in half and still alive and kickin' (up to certain extent) on the verge of her death about to heal the other kages who are less injured than her but not so alive and kickin'?
What would people want more from her? "This means I'll never die in battle" - as we can see, after the Madara battle, she's still alive.
So yes, she does live up to her hype.
