Which ninjas were younger than part 1 Naruto and better than Part 1 Kakashi?

Kakashi told Naruto there are ninjas younger than Naruto who are stronger than him. But for whom could that have been true? The only ninjas for whom I can think of for whom that might be possible is Gaara and other jins if they transforms, which shouldn't really count, and Nagato when he first received rinnegan, presuming he was younger than Naruto at that time which I doubt, and maybe a 12-13 year old Itachi?? All of those are debatable. So was that just random Kakashi bull**** to motivate Naruto?
