When I mean level, I'm refering to skill and/or intellect.
The ninja(s) does not have to be from konoha, for example, I would hidan! xd

Well if you mean only this generation of shinobi then there's not a shit load of them. Except for the Gokage, Atatsuki memebers, and slimes like Kabuto there's really no one there. Your refering to both skills and intellect so Gai doesn't make the list simply b/c he doesn't have much intelligence just raw power and determination. We can't just throw out any OP shinobi's either b/c they have to have both of these things to qualify.
