Even though I excluded Naruto your answer is creditable..
If you're going to exclude Naruto though, it isn't the complete K11 like you asked lols, and if you include Sasuke, it's the *K12.

It took A LOT of training for Naruto to get to where he is regardless of being Ashura's reincarnation. Originally he was a dropout remember with poor chakra, chakra control, technique or talent. Hagoromo stated Ashura began in the exact same way.

1. Sakura

2. Choji

3. Ino

All of these characters saw an insane amount of growth from part 1 to part 2, and sure we have characters like Hinata or Shikamaru that also grew and got stronger, but in no way did these 2 grow as much as the 3 I listed.

If Lee has mastered the ability to go to 6th gate without doing dangerous harm to his body like before, then id have to say he could be the strongest. Sakura is debatable but Lee would be too fast for her imo.

Sakura - surpassed her goal to become a medic nin by attaining most of Tsunade's other abilities

Choji - finally obtained his father's skills

Lee - the gates keep opening

As much as the haters don't want to admit it and want to wish Sakura was still Part 1 lol
sakura was the one who grew the strongest and had great development in the beginning.
she displayed that in her fight with Sasori. she went from totally screaming for Naruto/Sasuke help and not doing anything to a badass kunoichi medical ninja who alongside chiyo took down a kage level ninja. She showed great determination, endurance, and tenacity. She was a somewhat changed character with potential in the beginning. it's not her fault, It is a challenge for kishi to write good female characters.
