My personal least favourite is Madara and Hashirama. Their story was better when it wasn't shown but the manga representation of it is pretty bad. And we don't know nearly enough about Tobirama's reign to know he was any better.

My favourite is Hiruzen's. The current Kage at that time were the best and coolest the Kage had been and Hanzo was the most interesting historical ninja there is.
