logically sakura could probably do it with her shinra tensei punch she use boruto movie...saskey can create shadow clone and rinneiswap with a planet to remove it from its orbit......
hinta could also...pray to god that a planet is destroy and maybe she will get her wish if she lucky

Anything that is related to the Sages can.
Or rich enough to afford powerful scrolls for their Ninja tech.
I mean the Raikage built a proton cannon to bust up the moon, so I'm guessing they have weaponry to wreck the planet.
In terms of their own tech alone, anything that is related to Otsutsuki.
They are the only ones that have the potent chakra or the massive reserves to actually damage the planet.
Hyugas are questionable since they never really got the upgrades past Part 1.
So we wouldn't know just how powerful they can get.
Part 1: Neji is the main rival and Sasuke is just being chased
Part 2: Sasuke is now the main rival again, Neji falls into the background side character taking Hyugas along with him.
I think he and the Hyugas never gotten past the sharingan phase (not Mangekyu). They were just forgotten.
So Otsutsuki minus Hyugas (if they don't get upgrades they deserve).
