evil itachi was one of the best characters. saintly jokey jesus stutachi is horrible.
part 1 naruto was epic.
part 2 narutos a whiny bitchbag complaining about his bf sasuke.

what? kakashi is still at least around top 20 strongest ninjas in the world right now. his speed intelligence and mastery of sharingan is too deadly to be underestimated. pain knew this and had to kill him quickly before he became a bigger threat to his plans.
Orochimaru-He was beast but kishi as an uchiha fangirl I mean fanboy trolled him U_U
Hiruzen-He was praised as the god of shinobi and the strongest hokage but now he looks weak if compared with some characters, I would like to see him in his prime
Sasuke-He was very smart in battles and he was a cool character but now he just spam sharingan techniques all the time, I want him to fight like when he fought deidara again, he was very tactical
Neji-He had potential to be one of the strongest characters now but kishi trolled and completely forgot about him and the byakugan because he was to busy creating new techniques for the sharingan
Naruto-I would like him to use SM a bit more, he uses kurama's chakra way too much now
and I disagree with you about gaara if he didn't change because of Naruto now he would have been psychopath. No!! he already was a psychopath before Naruto change him and he is very strong now.
There are more that I could add to my list but I don't want to write too much.

Neji - my favorite genin from the beginning...now he's equivalent to fodder fighting Zetsus
Asuma - got killed by Hidan, who is basically crap compared to the modern characters shown in the manga...makes him just look like a regular jounin, not even S-Rank
Hiruzen - for "God of Shinobi", all he used was B-rank fire and earth techs against Orochimaru
Sasori/Deidara - one of my favorite Akatsuki combos...got sealed by Kankuro! smh
Zabuza - he was a BEAST in Part 1 and EVERYONE was being him while cosplaying, lol...but now look! Jounin Neji can stomp him to bits, and Neji is fodder!
Kakuzu - honestly, I feel this guy is underrated BIG TIME...he technically should be one of the strongest since he can always refill hearts! This guy sh!t on Kakashi, Yamato, and Naruto! Those threads are crazy and his physical attacks are strong due to his Iron jutsu. He got beat by jounin-level Naruto! Now look at Naruto, he's at a God level! He would kill Kakuzu in 1 minute now!
Kakashi - the feared "copy ninja" seems to lack that raw power now compared to everyone else...even though his stamina has improved, he still seems like he can only fight for a limited time in my mind
AKATSUKI (minus Itachi, Pain, Kisame) - They were so feared and I got chills in the anime when that church-like music hit whenever it showed their red-cloud covered cloaks. Itachi and Pain are excluded (no explanation needed). Kisame at least got to go out like a boss against a 7th gate Gai. But everyone looks so weak now compared to A, Oonoki, Hashirama, Madara, etc!
Thing is, the power levels are so high right now that everything and everyone else before just seem so WEAK! Before, kunai and shuriken were still relevant and even the most elite ninjas died by them. Now, you can only die by some Sharingan hax, Kekke Genkai, or extremely powerful jutsu such as Jinton. Everyone seems so fast now that characters like Hidan would be killed in one blitz (and Hidan is Akatsuki!) I feel that Kishi increased the gap in power by way too much, and now characters such as Neji and Rock Lee will never get to shine anymore.

The guy is obsessed with Hashirama and that makes him look more and more less boss in my eyes. I mean he can't say one sentence without mentioning how strong Hashirama was.By saying that about Hashirama, he maked those 5 kages to look even more weak

kakashi, since in part 1 when the series just started he was such a badass, and then itachi come and shit on him in 3 sec LOL, and i was like "da faq ? this dude is useless"

3.Neji ( Genius like Sasuke)
4.Orochimaru ( Legendary Sannin, beast but ill and weak also surpassed by modified sneaky regular shinobi)
5.Zabuza (no comment)
6.Sai ( Promising shinobi from ANBU ROOT has great moves when first came and then being regular scout/transporter)
7.Rock Lee ( bad luck for him all of them too powerful for him)
8.Sasuke (too lazy for think, just attack with his raw power and just spamming MS tech)
9.3rd Raikage ( Owned by a just "Kage bunshin" who fought 3day 3night endlessly against nearly 1k shinobi/ 1v1 on Hachibi)
10.Tobirama ( He is a 2nd Kage and we dont know anything about him he is just super suiton user and S/T tech like minato i think and try to invent edo tensei. Not another thing like Hashirama.)
