Which Naruto characters can react to bullets?

So I have three questions for the VS section.

1. Which Naruto characters can react to bullets and dodge them from a 25 meter distance?
2. Who is the strongest character this no named stork clerk fodder can beat with his trusty rifle?
3. What characters can beat an experienced gunman with an AK-47?

Honestly, earlier part one characters have accepted Mach 1 and 2 feats

We don't even know how fast characters are moving to be honest except in a few cases but they aren't sound level so the AK 47 should waste them GTA style.

I'm sure plenty can react to bullets, but I don't think many can outright dodge them without body flicker.

Sasuke dodged an attack made of sound in the Forest of Death, Lee broke clearly sound barriers and both ran fast enough to create after-images. Bullets shouldn't be any faster than supersonics, so borderline top tier part 1 could do it and current characters can probably dodge lightning with relative ease.

Part 1 characters have been reacting to things far faster than bullets and moving far faster than them let alone Part 2 characters. The answer to 1 is everyone in the low tiers and beyond. The answer to 2 and 3 would probably be some fodder with no ninja abilities or an academy student.

Woah there, 110 is pretty big number and so is 80. If I remember right, B was calculated Mach 10 and E Mach 25. 80 means it reaches quite a distance in a very short time.

Lmao. EP2 Sakura is either a fresh Genin or an Academy student. People on her tier don't win. Hell, Sakura is probably one of the weakest Genin you could possibly pick.

Okay. How about any of the K11 bar Neji, Lee, Choji? Can't see any of them reacting. Even people like Darui and Kankuro, or Sai. Can't see them beating a guy with a machine gun if he's not afraid to open fire at the start and the distance isn't unreasonable.

That feat right there seems ridiculous when you compare it to FRS's other feats. Like how did it cross the entire CT crater in a second and create a mountain level explosion? Crazy stuff.

Amateratsu is so fast people thought/think that it causes spontaneous combustions. In part 2 people have shit on Amateratsu. most non fodder ninja dodge bullets, some can react. Mid tier and above.

That has to be false, especially the part of Naruto characters being hypersonic. They could have these speeds in body flicker, but not in base, when they're running. The War Arc killed this idea like it or not.

Naruto took all that time to get to the top of the holy tree in base. If Naruto characters had remotely the speed DA was saying they do, that distance would have been traveled virtually instantaneously.

Now, obviously the true height is unknown. Therefore, we can't use that alone as evidence of the limitations. Luckily, we have 2 others.

Gaara, who's using the maximum speed of his sand, the stuff that intercepts amaterasu and is known to be very fast, certainly did not close a few KM in a second. Therefore, even high-tier speed is nowhere near the speed DA calculates for FRS (crossing a far greater distance in shorter time). Also, Madara didn't close the distance instantly. Even if he's holding back, he should have been flying at immense speed.

God Tree was insanely tall, plus he was moving upwards. You can't provide a time frame either, so that's not really a valid point. Neither can you with the other one, or even how far they traveled. Talking isn't a valid scale of time.
