Kakashi says, Zabuza was attempting to kill Mizukage at a moment, and i wonder if it was already Mei at that time or Yagura.

most likely the 4th.. the kid. the one that madara/tobi was controlling.. Yagura, the 3 tail host... the one that the 5th Mizukage hates, the one that made the Mist have the reputation of being the Blood Mist, or at least i believe that he made them have that rep because Ao was talking about it....

but yea either him or the Mizukage before him but i believe it was the one im talking about
