Which Mizukage was responsible?

Just a thought ! Since Yagura was too young to kage who could it be behind such a treacherous scheme to make Rin jinchuriki just to make her a time-bomb ? Have we seen the 3rd Mizukage ? We know the Second ! was the village already called "Bloody Mist" or was it when Yagura was controlled by Tobi? Ideas?

Well, there was rumours that Madara was the Sandaime Mizukage.

Its most likely madara controlled mist village and then obito continued! it must have been someone before and then yagura because yagura is clearly younger than obito and seems to be in naruto's age group

i can't remember in which chapter but i' am sure that mei said something that the villige wasn't the same as when the previous mizukage ruled yagura so i think that kirigakure was called bloody mist in yagura's rule you know when tobi controlled him

It was most likely that was the third because zabuza was known as the worst in the bloody mist and yagura changed the village from bloody mist

Seems like the Third Mizukage, I don't believe we know who that is. And I doubt it was Madara but meh. . . We don't know for sure.
