Probably Jiraiya. You may have more progress with Oro (fue to expermints and other illegal means) but Jiraiya was a true sensei. He taught more than techniques. He taught about character, and passed his nindo about peace to all his students. The proof of how good of a teacher he is is that even being that from a long time, Obito himself States that he was defeated by him with his students as médium.

Its actually impressive that Sasuke forced Ay to amp up his Lightning Armor which even KCM Naruto didnt force him to do when they fought.And he was resorting to suicidal tendencies like sacrificing his arm and then nearly plunged into Sasuke's Enton pit had Gaara not stopped him and that was just a ribcage Sasuke.The armored Susanoo version which he formed later would have flattened him

Torn between Orochimaru and Jiraiya. I'd say my own persona fits more with Orochimaru's sense of getting things done and wanting to improve. But Jiraiya would still teach (not as fast) and you would also have a friend, and not just a teacher. Can't really decide.
