c) Has the Sannin, White Fang, Hanzo, Mifune, etc.


Minato is not in the C generation, he came after them. Minato is with itachi and Shisui​

Minato isn't in the Sannin Generation, nor is Itachi in Kakashi's. However, I believe Kakashi's Generation is the Strongest due to Obito and Kabuto. Both in there primes are probably unbeatable without trollsor plot.

A) Hashirama, Madara, Tobirama,

B) Danzō, Hiruzen,

C) Orochimaru, Jiraya, Minato, Tsunade

D) Obito, Kabuto, Itachi, Kakashi, Guy,

E) Naruto, Sasuke

And it's pretty clear that A and D are the big contenders, unless you factor in Kotoamatsukami. I'd say,

Kabuto (edos) > Hashirama > Madara > Orochimaru (edo) > Obito > Naruto >

Sasuke > Itachi > Minato > Tobirama > Danzō > Kakashi > Jiraiya > Tsunade > Gai > Hiruzen
