Which kage represents which president/leader in the real world

Considering that a kage is similar to a president or leader of a country, which kage represents which presidents? For me, raikage reminds me of Roosevelt and his big stick policy. First hokage is Washington, third hokage reminds me of obama (bit of a stretch) cuz he did nothing to stop Danzo and the uchiha problem. Can't think of one for the current mizukage tho.
