Minato is first. Gets the girl, has the speed, and created his own TBB. Tobirama seems badass too but we haven't eben heard much of anything about him actually in a fight. Muu is also up there.

If I were to judge on appearances and not feats nor power, then I would choose Tobirama because most of the time he has that dead-serious look.
