Both are like nukes imo. Bijuu dama would eradicate everything by blowing it to smithereens whereas shinra tensei would completely crush everything in its path so for me the one with the widest blast radius would be more deadly. I don't think Katsuya could protect people from a bijuu dama the way she protected the residents of Konoha from shinra tensei so imo I'd have to say bijuu dama

Bijuudama is generally and relatively stronger compared to Shinra Tensei.

It depends upon the scale of each technique but the strongest BD can do significantly more damage than the strongest shown ST. Nagato's ST was capable of destroying an entire village, and granted it will be much stronger if used by Rikodou level shinobis like JJ Madara and Sasuke. But a Juubidama with maximum size and power would probably equal or surpass even Madara or Sasuke's hypothetical full powered one shot only Shinra Tensei (with risks and recharge time). And it can be shot several times unlike ST multiplying the destruction and therefore, deadliness.

And it's not just about power, it's the actual nature of the technique that really matters to describe the word "deadly". ST is not a killing technique by any means, it's just a power push for destruction, whereas BD not only causes massive level destruction with ease but it's explosive, so it's extremely lethal.

So you are asking wich one is the deadliest, not the most destrucrive.
Either way I'll just give you my opinion.

Bijuu Dama, the most destructive out of the two mentioned has two drawbacks that I'd like to point out.
1. It takes a couple seconds to charge and while doing so it alerts your opponent of your next move.
2. (You could say is only 1 drawback, sense its connected to the one mentioned already) It gives your opponent time to think of a counter or way to evade it, thus being easier to dodge.

Shinra Tensei, the fastest one out of the two. And invisible to sight, making it really hard to dodge.
In addition it can also be used to pull your opponents or just toss them around. But it also has its drawbacks.
1.I you are strong enough you can resist getting pulled or pushed around.
2.If you have a good enough defense its alot esier to tank a blast from it than a Bijuu Bomb.

With that said, it depends on the opponent you are facing.
Example.

Bijuu Bomb is a better option againts Kakuzu
But Shinra Tensei is a better option againts Minato

At the end of the day its personal preference, sense they both OHKO most of narutoverse
