Rasengan because look at the steps for Rasengan. There were 3 of them in the manga, it sure wasn't an easy journey for Naruto. You have to have intense stamina for that shit.

I would say Chidori. Everybody and they mama knows Rasengan. Minato, Jiraiya, Naruto, Kakashi, Boruto, even Konohamaru...it's the modern Kamehameha, where you have fodder (Konohamaru) learning the technique.

You know that nearly everyone can learn it, beause it does not take an impact from your nature transformation - chidori, on the other hand, takes. You need to have lightning release to create one.
That does not mean that rasengan is easier to master.

Rasengan is harder to learn but Chidori is harder to master

Hard question. For Chidori, you have to learn lightning affinity, learn to focus chakra in your hand and change your chakra into lightning; you use both shape manipulation and nature transformation. The Rasengan is hard to learn as well since its shape manipulation is stated to be extremely advance chakra control.

2 things should be mentioned though, Sasuke had the Sharingan to help him learn to use Chidori faster than it would take others; he used it to copy Lee's taijutsu so why wouldn't he use it to copy Chidori which also needs the Sharingan to be effective? Also the Chidori is a completed jutsu, FRS is a completed Rasengan since FRS is Naruto adding nature transformation to the Rasengan while Chidori has both already. In that case I go with FRS being harder.

Chidori is probably as complex as the chara scapel, so id say that...and you combine a element.

i would say chidori hope that doesn't make me a troll kaira and kesonfire

based on how konohamru used rasengan while being a genin. that to me kinda made the jutsu really basic

and the only people to use chidori are sasuke and kakashi

Even so given the speed and reflexes you need to master the chidori and the fact that it requires hand seals makes it more difficult to master imo. A fodder was able to use rasengan, you don't see fodder walking around with Chidori in their hands lmao

Chidori is like rasengan with lightning more or less. I've seen 3 people use that

However I've seen absolutely nobody else use rasenshuriken which is a rasengan with wind element

Yeah but the question was simply just Chidori and Rasengan. If he asked Chidori or Rasenshuriken I would've voted for the latter but that's not the case here. Besides I would also be able to argue for the difficulty in mastering the different chidori variations that Sasuke created.

"It has been noted that the Rasengan is superior to the Chidori by its creator, Kakashi Hatake, Minato's sensei, Jiraiya and Sasuke Uchiha after seeing the after effects of the Rasengan on a water tower".-Naruto Wiki
With that being said, Rasengan.

it's a straw argument trying to connect the number of users a jutsu has with it being harder to master. Sasuke is the only person that tech got handed down to so of course it would have less users than Rasengan, especially because Konohamaru possessed tools to help learn it faster and easier. That doesn't mean he's mastered it. Naruto didn't even master Rasengan until he created the RS.

Kakashi left it in no uncertain terms that Chidori was created in the first place because he couldn't master Rasengan, so the number of users or whoever was using Rasengan doesn't matter unless any of them were able to apply Nature Change to it.

Chidori. For starters you need taijutsu comparable to CE weightless Lee just to activate it. Then you need nature manipulation on a high level, then on top of that shape manipulation on a high level.

Where as rasengan is just shape manipulation.

Rasengan see.ms easy to learn because he doesnt have special requirements ( Sharingan and Lightning release ) unlike Chidori.

Chidori is just speed and focusing chakra to your finger tips. If you re-watch Gaara vs Sasuke you'll see Guy's explanation. It just requires a bit of speed.

I'm going with rasengan. It has plenty of rules in relation to rotation etc and it took Naruto like a week of non stop smacking trees. Sasuke's training for fighting Gaara was 3 months I think it was said but Sasuke was also mastering Lee's taijutsu and improving on his speed. Kakashi and I think maybe Sasuke's chidori limit a day was 3 at the chuunin exams? So that's not many trys over the 3 month period.

Pure manga facts for you ladies and genitals.

In the databook raikiri is S rank. Rasengan & Chidori are both A rank.
