I doubt it, as you can see below OP is ahead of naruto by over 200 million sales in just Japan alone. Mind you Japan is where the bulk of the manga sales come from since it's somewhat the manga capital and the majority of us outside of Japan use free sites to view manga. They way I see it is that even if Naruto is more popular outside of Japan than OP is outside of Japan there's no way that Naruto worldwide sales are that much higher than it's Japan sales where its bound to sale the best at. It's already at a over 200 mil disadvantage before you even factor in OP's sales outside of Japan. Now I am curious does Naruto sell more than One Piece worldwide?
One Piece is by far the most popular manga in Japan, it's practically everywhere

I could be wrong but that's just the way I see it.
Doesn't change the fact that OP is by far the most popular manga in JapanBut tons of people I know hate one piece and buy Naruto mangas every month and I mean maybe 25 people I know some I know don't read or watch anime/manga but know what Naruto is
oh! thanks for the infoI wanna say One Piece, but lately AoT anime success boosts its manga sale (as agreed by most fans), thus we have this result:

The source is from Oricon through ANN. And mind the date above, the sale values only took Nov 2013 - May 2014 range. Now the list is probably change again.
