Which Hokage accomplished the most/least?

I don't think he had to kill people to create that technique
The basis of the jutsu relies on using a living sacrifice. There was definitely some killing involved in the creation of the technique.

I guess if he abducted ninja from the battlefield or used ninja from other villages it's not as bad...but it's still evil as a whole.

Considering the new manga as well, my top list would be:

1. Hashirama - established the whole hidden villages system, stopped the endless world war;

2. Hiruzen - managed to rule the village for decades without it getting demolished;

3. Tobirama - was able to maintain relative peace between Uchiha and Senju and pretty much improved everything Hashirama started;

4. Kakashi - rebuilt Konoha from ruins into a NV Manhattan, but that might have something to do with Konoha having the Doomsday Machine (meaning Naruto and Sasuke) which made it impossible for anyone sane among the other countries to attack the village;

5. Minato - died shortly after becoming Hokage and hasn't achieved anything relevant, but on the other hand Konoha didn't get completely destroyed during his rule;

6. Naruto - Konoha was probably in its prime with him in charge, but I don't think he has done anything significant as a Hokage, just maintained everything his predecessors achieved. He would most likely be higher than Minato in this list if not for Konoha's destruction we have seen in the new manga.

7. Tsunade - absolutely the worst imo. Hasn't achieved anything good but let Konoha turn into ruins.
LMAO people still blaming Tsunade for what Pain did when the same could've happened to any Hokage/Kage bar Naruto, hashirama. If anything Hiruzen proabably was the worst if we go by things they let happen/intentionally handle.

Well, it is a peace that wouldn't have been conquered without Kakashi however.
First of all, that also applies to a number of other shinobi, not just Kakashi.

Second of all the question is who accomplished most as Hokage not who deserved to be Hokage the most, so bringing up Kakashi in the war arc is irrelevant to the question. :coffee:

Never said he was the most accomplished Hokage, but overall, he is still the best. He fought for a period of peace which he then used to build Konoha back from the ground up.

And that, is quite impressive.

I swear, I commented on this thread? Anyways, most Hashirama and Tobirama. Least Minato and Kakashi. Minato is the JFK of Naruto, if he was around for at least 5-6 years he would have a good amount of feats. Kakashi is Hokage for fanservice, as I have no clue what the heck he did, so I guess that's what my comment was.
