Which Hokage accomplished the most/least?

Considering the new manga as well, my top list would be:
1. Hashirama - established the whole hidden villages system, stopped the endless world war;
2. Hiruzen - managed to rule the village for decades without it getting demolished;
3. Tobirama - was able to maintain relative peace between Uchiha and Senju and pretty much improved everything Hashirama started;
4. Kakashi - rebuilt Konoha from ruins into a NV Manhattan, but that might have something to do with Konoha having the Doomsday Machine (meaning Naruto and Sasuke) which made it impossible for anyone sane among the other countries to attack the village;
5. Minato - died shortly after becoming Hokage and hasn't achieved anything relevant, but on the other hand Konoha didn't get completely destroyed during his rule;
6. Naruto - Konoha was probably in its prime with him in charge, but I don't think he has done anything significant as a Hokage, just maintained everything his predecessors achieved. He would most likely be higher than Minato in this list if not for Konoha's destruction we have seen in the new manga.
7. Tsunade - absolutely the worst imo. Hasn't achieved anything good but let Konoha turn into ruins.

and how much better could per say Hiruzen or Kakashi have done if they were in Tsunade's position? Not much better at all.
She sacrificed her life, used her seal, and saved everyone she could.

Most: Tie between Tsunade and Hashirama.
Least: Tie between Minato, Kakashi and Naruto.
Hashirama- Created the village, stopped wars, unified warring clans, etc.
Tobirama- Created edo tensei (which ended up backfiring on Konoha), created the "dark" side of the village which contributed to the demise of the Uchiha clan.
Hiruzen- Ruled for the longest but his reign was plagued by incidents like the Uchiha massacre, Hyuga incident and Orochimaru's bs. All of which he oversaw.
Minato- Died immediately.
Tsunade- Established a strong alliance with the sand and the other villages. Her medical skills saved many during this time.
Kakashi- Powerlessly watched on as a meteorite was set to fall on Konoha. Had to be saved by Sasuke. Not what you'd want from a leader tbh.
Naruto- Killed by Kaweki shortly into his reign.

It must be nice to take up the mantle of Hokage after there is already peace in the once chaotic shinobi world.

You're definitely hating on Naruto. Kakashi didn't do anything for konoha as hokage and how are those bad things Tobirama did better than Naruto helping defeat Momoshiki and Kinshiki.

He was the one who dabbled in very dark, macabre things and introduced Konoha to the much darker side of jutsu. There is no telling how many people he killed or what horrible things he did behind the scene in order to create jutsu such as edo tensei.
And then to have created such a foul jutsu that was passed down... I just don't like him very much as Hokage.
