His skillset and reputation confirms it. Other war guys might have been stronger than him but that never suggest that they'd high body counts.

By neutral don't you mean the Cloud. I think his personality was that of a good guy. He didn't seem bloodthirsty, angry, selfish, egotistic or deceiving. He assured to the other kages that the new generation will beat them and congratulated Gaara's dad for having a strong son. Plus he got mad when Mu suggested that Onoki should betray the SA after the war for Iwa's advantage, that shows he doesn't like treachary, and is noble.
The fact that he wanted to steal a child from its family to rip its eyes out of it socket then likely kill said child balances out all his "positive" moments which made me say neutral.

Tobirama has more kills than any other Hokage. Even Minato. Both Tobirama and Hashirama were child soldiers; they were killing machines since the day they were able to fight. Hashirama partook in 1 ninja war, while Tobirama managed to take part in two, which easily gives him a higher body count.
