Tobirama then, hypothetically. We're not really sure, but it is strongly implied that this is the case.

If we're taking solely Canon feats into consideration, Minato takes this. Otherwise, Tobirama.

Her field of smashing is the greatest, she played a pivitol part in the war, she didn't always just heal, Orochimaru implys that Tsunade was a fighter while apart of the Sanin and so does Jiraiya, also Tsunade is pretty adamant about killing other

Orochimaru when he was Konoha Jounin has certainly killed many ennemy ninjas.

And Danzo also.

He never killed any of them... And even if he did that would still not be compared to the likes of tobirama or minato.

He went through this for 3 years, that stacks up to thousands of shinobi, and they all died because they weren't meant to be freed afterwards

That's not her priority though. She is a healer, unless the situation calls for it, she'll stay back. Jiraiya and Orochimaru probably both have a higher kill count than her. Comparing her to a Murder Machine like Minato is almost insulting to his name.

I think its fair to say he is pretty neutral. Fights for his people, sure, but good guy? Kinda pushing it.

Despite his appearance, he's actually a nice guy. He didn't have any grudge against anyone and he hoped the new generation would be able to beat him. Heck he congratulated Gaara's dad for having a strong son. Not to mention, he was noble. He fought the 8 tails and the thousands of shinobi himself so his allies can live. When Mu suggested that Onoki take advantage of the allience once the war was over the 3rd Raikage was outraged. So that also shows he is noble.

The Hyuga affair may have been under the Fourth Raikage's reign (according to Naruto wiki, Yamato called out Ay IV on it). It's possible that the Raikage had nothing to do with it. To me, neither the 3rd or 4th Raikage seem like people who would want to do that.

There's no saying that he killed all or even any of them.

All he did was stall, and if he could have killed them all, he wouldn't have had to die to let his comrades get away.

They died but not at the hands of sasuke lol that doesnt count as his deaths.
And also defeating thousands of shinobi≠kiling thousand of shinobi, hell even naruto ended up kiling thousands of zetsu's armys:sdo:.
