Because Sakura would easily master the other two, because of her chakra control and intellect.

No one else in the series can store chakra for three years, master healing jutsu, poisons, ect. The tai jutsu aspect

Orochimaru: Make snake hands and use ET to fight

Tsunade: Punching and kicking (that only sakura could replicate as according to jiraya noone can do it)

I personally think Orochimaru's, considering it takes both synchronizing attacks and skills with your summoning to the next level but plays around with your entire body. Not just anyone can replicate what he has done.

Tsunade's, by a decent margin.

Anybody can get SM as long as they train and have the chakra reserves to master it. His other jutsus don't seem to require that much skill (Jiraiya was never about that anyway).
Part of Orochimaru's arsenal comes from his experiments, its not about about mastery really. The other part is about multiple versions of the summoning jutsu, not a very complicated jutsu to master.
Tsunade's jutsus require the utmost chakra control and skill, no other character but Sakura is able to replicate her feats.

Jiraiya, SM is something you have to bust your ass to perfect and the risks of not learning it correctly are high. Minato isn't good enough at it and he was natural genius. Jarayia had an incomplete one and he still made the best of it. Naruto had to put in work. He has to have nearly perfect chakra control and balance to make sure he doesn't become a frog.

Actually he needs to toads to gather sen jutsu for him to negate senjutsu's main disadvantage in a battle, i.e inability to move whilst gathering nature energy. He can balance the energy just fine.

That is what the databook states anyway. Apparently, it isn't clear why he himself maintains a form - let it be a poor one, in SM - but cannot use any abilities as he requires the Sage Toad's to knead it for him.

This is why he doesn't exactly gather energy but summons the toads. Pa mentions it clearly that he cannot use SM without them.

That's because Sakura is very skilled and worked very hard under Tsunade's tutelage, not because her jutsus are easy to master.
She took three years to get the seal because that's how it works. That's why Shizune couldn't gain it.

Sasuke wasn't training to become a copy of Orochimaru though, that doesn't tell anything about Orochimaru's jutsus being harder to master.
He developed a lot, but his jutsus weren't said to be complicated at all, unlike Sakura's, who require the utmost chakra control to be used efficiently.
