The thing about Tsunade's fighting style it it's more reliant on skill than reserves.
Oro and Jiraya have more techniques that you just need to weave some handsigns. And yes chakra reserves played a big part in frog sage mode, bigger than chakra control.

:O i almost forgot jiraya was imperfect. Even more proof Tsunade tops.Tsunade should be on top, as her abilities require the pinnacle of Chakra control. Jiraiya should be dead-last. His SM is imperfect and his chakra control isn't good either because of his poor capabilities at breaking Genjutsu.
