Definately Barragan because his respira is so haxxed and the only reason he died was because he was put against the one person who has good enough kido to put his own technique inside of him

I'd say Barragan then Ulquiorra and Starrk third. I don't really count Yami in the running since he essentially had infinite potential.

Barragan's technique was simply too OP and Ulquiorra's speed was greater than Starrk's in his final phase if you ask me.
