They are two holes needed to be sealed, Outer Shiganshina and inner Shiganshina/Wall Maria.

Eren sealed the outer wall of Shiganshina. The inner wall of shinagashin is still open. The horses were left in wall Maria territory.

Which hole did he seal? The panels make it seems like he threw it passed wall Maria and hit the outer Shiganshina wall but it then shows the horses who are in wall Maria territory.

Edit: Never mind, I got. He didnt throw it passed wall maria it simply dipped and hit the inner wall entrance.

he closes the very outter wall then goes for wall maria but then before he can seal it they realize that unless they defeat the enemy they'll just breach it again so then they search then find them hiding in the walls
