Pasteurization kills harmful bacteria. But chances of temperature resistant bacteria and spores surviving during this heat treatment are plenty. Pasteurization, generally, reduce the bacterial counts to a level (less than 20K per ml, though regulatory limit is 50K per ml) which assures your milk is safe for consumption. However, after pasteurization, it has to be chilled 4 DC and keep it at such a temperature till it reaches to consumers. But once it is been dispatched from the plant, temperature control becomes harder. When this temperature rises above 5 or 6, bacteria (which was reduce to 20K per ml) would start growing at a little rate. It may not be harmful yet but reduces the shelf life of the milk.

So it is always a best practice to reheat so to reduce the bacterial growth. In India people boil raw milk and are very likely to boil the pasteurized one too.

What you can do to avoid food poisoning is not drinking tap water while in India- get bottled water or ensure if the hotel serves water filtered though RO system. It's mostly the water which gets you in trouble. Your immune system won't be able to handle it.

Besides that stick to clean restaurants/hotels. Stick to freshly cooked food. If you must rely on street food- go for deep fried food to ensure the it's cooked thoroughly. Avoid salads - you can get vegetables in other forms. Wash fruits thoroughly and preferably peel them before eating. That should help you in plenty of developing countries.

Err. .. that's hard to explain- avoiding cow meat is relatively new addition than an ancient one( seeing the long history of the religion). And prohibition on beef was more driven by sociological reasons than religious ones. You may want to check this article to understand the system better:
