I say it's a combination of both dude, Being able to think of a strategy is great, but if you can't use the weapon efficiently enough to get it done then your stuck to come up with something else, so what would you do, runaway? Try something different? Lure the enemy into a trap? BAZING! ...of course Shikamaru has his shadow paralysis/stitching jutsu so he's pretty capable of doing both.

Just depends because we all know naruto the main character never really enters the battle using his head but during the fight he does so both go hand in hand

Depends on what it is I suppose. Naruto has terrible brains when it comes to general knowledge of things. But he is pretty good in his battle knowledge and skill. I would say both go hand in hand.

in a way, they are kind of the same thing. You cannot have a skill if you do not have knowledge of the skill. The more knowledge you have, the better the skill.

This is absolutely relied upon the enemy itself, I assume u using Shika as the character, his wits and strength, however, he had to do more than his strength to outmatch opponents like madara or obito whereas his wits couldnt match their strength.
