If you ask me, Kakashi is the most ninja-like person in whole Narutoverse. He is always seen using stealth, hiding, and when he engages into a fight, he mostly relies on deception instead of power. He pulls out his powerful moves if he finds it necessary, but he tends to keep his fights as silent and discrete as possible. The others, well more or less, but I'll go with Hyuga. Actually, their Byakugan encourages them to use ninja moves, since it allows them to just hide and use it to spot anything alive in a wide radius, giving them great advantage over others.
