just because they don't have a KG doesn't mean they arn't a clan, a clan can be anything from a group of people to a family...Senju was a clan and the only one that had a KG was the Shodaime

as for the strongest clan i would have to say Senju since they were able to fight on par with the Uchihas, the Hyuugas because they can see almost as good as the Uchihas or the Uchihas themselves
