Which characters in Naruto are faster than this?

It doesn't, but by seeing that characters can react to a real-life thing, and comparing it to how they react to someone else, we can come up with an estimate on how fast that character is moving. Case in point, Sharingan users can react to lightning, they can't as well to a V2 Ay. Therefore, Ay's faster than lightning.

Lee's true speed was exposed in the anime, mirror images can be interpreted by animation only, where Lee looks much slower.

2. You are not FTL even if you can see light moving with eyes, your body needs to be as fast well. Dodging lighting isn't the same as running as fast as ligthning

As you said, many part 2 characters look far slower in part 1 manga (not counting the anime). In Bleach speed (flash step is consistent). Lee's true speed was shown in the anime, and part 2 sasuke is indeed faster than part 1 sasuke in anime. I'm talking about canon clips of direct manga scans.

Naruto combat feats don't show anything that suggest they're above Mach 50. I'm talking about legit manga scans. Minato whose the fastest user using FTG has been dodged by Madara. Does that mean Madara has infinite reaction speed? No because Minato himself doesn't move that fast. And his shunshin has zero combat feats

Naruto speed powerscaling is worse than OP and Bleach, but NV has far more destructive attacks I agree
