I definitely think it's Naruto (excluding So6P). He would be the only one to create a perfect link because he is treating Kurama as an equal and he wants to protect all tailed beasts just like So6P. Also he can handle Kurama's chakra perfectly:

Hashirama would be a good choice, however he doesn't completely trust Kurama (after Madara's battle) because he thinks people would misuse Kurama's power. He only thinks of Kurama from the power angle not as another equal. Therefore Hashirama sealed him inside his Mito (starting Jinchuuriki cycle).

It's not just about power.

Minato is a pretty good choice, he hasn't really display the feats Naruto have but Naruto was taught all of that by Bee. Chakra arms, using Speed, making ttb rasengan. Hashirama would make a great choice, Kurama's chakra was full of lifeforce that reacted with Yamato's wood jutsu so imagine the powerup Hashirama's wood jutsu would be.

2nd person with high IQ I would like to see have a chakra boost is Shikamaru, Shikamaru weakness is his lack of fighting power so the speed power up, chakra arms, sensing ability would all help him fight better. I think he needs to work on taijutsus and ninjutsus.
