Shisui - Mark of a true shinobi is self-sacrifice and an extreme sense of duty. If it wasn't for Shisui, the events of the future would be very grim.

Hiruzen - Regardless of feats he still made mistakes. Even when the people worshipped him as the God of Shinobi he was still able to find a sense of humility when he told Itachi that the Uchiha clan massacre happened due to him not being too soft.

Might Gai - Aside from what he already does with his strength, he's a happy go lucky character, super positive and cares deeply for the next generation of shinobi (in some ways he must've acknowledged that he was getting old even in part 1).
