Obito hands down. He took on Naruto, Bee, Kakashi, and Gai before Madara arrived and showed ZERO signs of chakra exhaustion

Why would someone pick Nagato? He's an Uzumaki meaning he has very high chakra

Sasuke Uchiha:

Sasuke is the best person that has a huge chakra pool and uses it in a smart way. I'm only saying this guy because everyone has said everyone else :[
Were did it start hmm...ahh.

Sasuke ve Deidara, Sasuke fought Deidara for a very, very long time while using many chidori variations and his 3 tomoe.
While sacrificing his wing in order to learn about the enemy. Curse mark uses up the chakra more than susanoo does.

Then Sasuke rest for about 4 min and he is on the run, chidori's a Naruto clone on the way.
Sasuke then finds Itachi in a cave using chidori multi finger spear.

He then fights the real Itachi blah yeah you should know.
He loses curse mark which heals him but takes his chakra. So he can't heal anymore on his own.

He then carries out a mission with some of those Deidara wounds and Itachi wounds getting the 8 tails and you should know all that's happened blah..

Next he heads straight for the summit and fights all kages, fights danzo blah and even when blind he sparr with kakashi and clash with Naruto, the dude is pretty impressive.

He's only fully healed when he got his EMS and hasn't been hurt ever since he left.

Indeed,this thread is about characters who have average to below average chakra levels and can use the most chakra taxing jutsus because they manage their chakra efficiently.So any characters with Senju,Uzumaki or Bijju levels of chakra aren't allowed.

is a trait that Jiraiya, his own sensei noted. This would also include his own chakra reserves.. for example, he never used FTG V2 against Ay or Kirabi as it wasn't necessary but against Tobi he did as it was. He uses what is necessary when it's needed. His intellect furthers this claim.
