I'd say Kiba since he always has support from akumaru.

Jiraiya with ma and pa are a near unbeatable combo but he doesn't use them that much.

1st of all I would like to congratulated you on not making a Sasuke or Uchiha thread. This a big step for you.
2nd of all to answer your question: I would say Jiraiya, but ma and pa toads are summons. Along with Kakashi hounds and a few other that you named. To my knowledge, and I could be wrong, only Kiba and Shino has animal/bug support. And Shino bugs has proven to be far more help than Kiba pouch... And I know some would agrue this point but itms my opinion.

Now if you'd ask who has the best help/support from their summons I would say Jiraiya. Ma and Pa are very powerful and knowledgeable. They can provide the power to the fight and help you determine how to win. As where Kakashi hounds are best suited for tracking.

you can't kill all of shino's bugs. and they replenish quickly. best support of them all. bugs can't succumb to genjutsu, unlike akamaru. and it's actually a pet, not a summon, so he doesn't waste chakra.
