Madara's constant rule-breaking and discarded power-ups became legitimately boring. As did Kakashi at moments with his Kamui and Minato's smugness around the Obito 10 Tails Arc.

I don't think she's ever been underrated personally, she has power, but sucks in battle... you can list off a million killer abilities but its the person using them that matters, Sakura excels at support and healiing, her battle skills are subpar on her own, yet she's constantly wanked as being able to solo
