If we speak purely by Hype I guess people like Hiruzen and Hanzo who were regarded as the best of their respective times, or people like Hagoromo Ootsutsuki/Kaguya Ootsutsuki who haven't been shown in their prime stages have the largest manga based hype from what I can just think of.

She didn't beat Orochimaru, he left freely. Orochimaru couldn't even use Ninjutsu, yet he still held his ground against 2 other Sannin.. and you declare this a victory for Tsuande? Laughable.

You forget that it was Tsunade's first fight in years and no-ninjutsu Orochimaru was still strong enough to keep up with V2 Naruto.
