Well this is off topic as it doesn't include a Naruto character, but Luffy from one piece reminds me a little bit of a young Goku, but a little less innocent.
As for Naruto, I'd say Sasuke in vegeta have some vague similarities. Think about it, when Vegeta and Goku first met Vegeta was by far much stronger than goku. However. later on when Goku arrives on Namek, he had surpassed Vegeta, Similarly in Naruto, when Naruto and Sasuke meet, Sasuke is much more skilled than Naruto. But later on, Naruto starts to catch up with Sasuke, which sinks in deep after Naruto manages to beat Gaara. This pissed Sasuke off and gave him that classic "WHY AM I NOT BETTER THAN KAKAROT!" vegeta attitude haha.
However Sasuke is like a backwards vegeta in some ways considering instead of slowly becoming an ally of the heroes, he was an ally to begin with who slowly went down the path of darkness.
