During his time, he was accredited as the Hokage that developed the village's infrastructure and organisational system.
In the Third Databook sasy this about him:
Tobirama took great pride in his abilities. He also had a sense of humour, even under stressful situations. Like his brother, Tobirama felt a great deal of loyalty to the village, and placed its well-being above his own. Tobirama was also described as being strong-spirited, and passionate.
And I really like the scene where he speaks his last words to Hiruzen:
Tobirama: -"Saru, you must protect those who have faith in you and who love the village, and train up to those to whom you can entrust the next generation… from tomorrow, you will be the Hokage…!"

Lee, Sasuke or Naruto.
Lee- Guts, power, fighting skills, strength, speed and determination.
Sasuke- Skill, speed, fighting skills, taijutsu, confidence (although not overconfidence) summoning a freaking hawk, Sharingan.
Naruto- Cloning, taijutsu, BM/KM/SM, summoning freaking toads, guts, determination.
Out of those named, I'd probably go with Jiraiya.
I was going to say Minato or Naruto, but they carry so much responsibility-If it were real life to shoulder such responsibility would be more than I'm willing to deal with. I'd rather be a well respected and powerful ninja, who is laid back and writes books in my spare time (Even if Jiraya is a pervert).
Sasuke, oh hell no.
Itachi's cool, but he also shouldered a great burden as well and on top of that he was recognized as an international criminal.
Hinata is too soft spoken for me.
Sakura is too insecure for me.
Tsunade would be my second choice U_U
