Sasuke felt strong from the get go, Naruto felt strong, or at least seemed to have an enormous potential from the get-go.

He felt like a dumb, usual, comic-relief character. Look at him now, he is beating the shit out of Godara, while shouting lines that are too deep to keep your composure!

No character did that for me, as much as Maito Gai.

Naruto and Sasuke grew equally. Not at the same time, but reaches as equals in the end. Sakura is not too bad aside from the lack of ranged attacks. But then again, she isn't a reincarnation.

Now as the series goes he resembles his dad even more, Anyone can easily argue he's the strongest character apart from Kaguya,Madara and Hagoromo and he has also matured A LOT now he has the guts and mental strength to make difficult choices and the same can be said about sasuke.
