Each of these people were catalyst who effected the plot HEAVILY!

So who's the biggest catalyst in the manga?

^This OP Naruto is the MC, he most of the time just reacts to issues in the NV rather than actually causing anything

While BZ is pretty much the root of all NV's problems he didn't really play an active part in the series for most of it.

In order to stimulate plot the character needs to take actions that causes major thing to happen

If you wanna define "stimulating the plot" that way, sure. But I'm thinking of this question in terms of "Who was the direct driving force behind the conflicts in the manga." I.e: Who literally caused the thing happening right now. (If Obito punched a guy because a guy told him to do so who was told to tell Obito that from another guy, I'm still gonna consider Obito the catalyst for the event).

A better way to think of it is "Who was making the most choices that caused events in the manga to take place?"

Even though Itachi was responsible for a thing that made Sasuke do things, it's Sasuke making the choices that actually characterize the plot.

Which is ma pointkun: Obito wasn't doing much for the series until then, still he did move the plot A LOT!!! Like I said its between him and Sasuke. Mainly because Sasuke got an earlier start

Madara. While BZ was the mastermind, he was just trying to manipulate every Indra transmigrant that came around. Madara was the first to actually do what he wanted. everything else came after Madara started trying to do IT.
