Dragonball Z, that is all people really watch it for, I mean the story and character development (except Vegeta and Piccolo) are pretty average so the action is what makes it so good.

One piece is my favourite anime and manga but don´t think it is the most action fight orientated, i would say naruto ,bleach has maybe only 3 or 4 good fights the rest sucks imo

I think naruto is best in action and now he has the power given by itachi, so he can grow even stronger than earlier.
Out of the three, I'd have to go with Bleach.
The reason being, Bleach isn't really known to have great humor or a very strong storyline (weakest out of the three). Bleach is known for its action, and it does it beautifully.
I wouldn't place One Piece up there with Bleach in terms of action. One Piece is so much more than just action. It has action in short bursts. Don't get me wrong, it has a lot of nice action, but not "pure action" so to say. It has a lot of humor mixed in there.
I don't really know what to comment on Naruto. It has action, but it's very deep and dramatic and in short bursts like in One Piece, never a very long sustained action. They either switch the scenes to someone else, or have some kind of flashback, or explain a technique for a whole episode. Again, like One Piece, lots of great action, but not pure action.
I'll probably get killed for saying this, but I feel like the action in DBZ wasn't all that great. Sure it had one of the most epic fights in the history of anime, but in terms of action... The fight lasts for 20 episodes, 10 of them are of them powering up, 3 episodes are of them recovering from an attack, 3 episodes of talking, 1 episode of a flashback, 1 episode showing something else than the fight, 2 episodes of pure fighting. (Based on having watched everything before the Cell fight. )
