I think Loghain's reasons for pulling his troops back are more illogical than Tobi's. Sure Tobi's final goal is weirder, certainly, but his line of thinking is pretty straight forward.

Loghain was like...ruin the kingdom's army, build it up again, fight civil war, THEN fight the Darkspawn again in a weakened state...
