Where would you rank Kisame without Samehada?

There's no doubt Kisame is a beast, but where he does rank without Samehada?

Approximately what rank would you give him under these stipulations? He still has GSB, shark summons, Water Prison jutsu, etc, but he loses Kisamehada fusion + Water Dome, chakra shaving/absorption, and the ability to switch out and hide in the sword.

What do you think? Does he still make top 20?

If you meant Rank=kage, sage etc.
Then I think low Sannin level at least. In other words between 20-30.

I rank him around 15-25

He can absorb without Samehada I believe.

I rank him between High Jounin-Low Kage.

He did take down the previous owner without the weapon.

It definitely moves him down a bit. But his stamina and strength are already great. I'd say higher than Kakashi but lower than Itachi.

His potency in Suiton no Jutsu is what makes him amazing, not Samehada.

Though Samehada is an extremely powerful tool to assist his skill in battle, so I see it as that with Samehada he goes by Kage level, mid Kage maybe, and without Samehada he goes for High Jonnin.
