power wise I agree with Almighty he'd probably be low - mid tier because remember he was able to destroy buildings with his attacks even then so he was still fairly strong however the experience gap would make it a no to low diff I think. Luffy then just wouldn't have known as much which the gifters probably do.

I would say above each of them in a 1v1 scenario, after all he beat Arlong who I think was above Hody without the steroids, but not in a 50,000 v 1 scenario like last time.

Umm no caesar actually got the best of luffy in the beginning of the fight (when he took all the oxygen away) pre time skip luffy has no ardament haki.. With that being said as a logia caesar would body...
As for his level idk prob a little bit above post time skip tashigi lol
