He'd be powerful, but Sage Mode would probably be his peak. He probably wouldn't get any farther after that.
His Bijuu Mode is just insane, though. It would suck if he didn't have BM, as I feel that it's much more powerful that Sage Mode.

the thing is you got remember he is an uzamaki so even without the kyuubi he has a crap ton of chakra to waste however he would not be able to take nearly as many hits as he does so he would be worse but still if he still has the same determination still a pretty impressive ninja

then i guess he will learn some thing like ftg , sealing tech , rasengan ,
with speed and stamina he will still be top 10
he can't mold his chakra properly due to kyuubi
so he will be doing fine without kurama . and don't underestimate his sage mode , also ma & pa can join him so sage jutsu won't exhaust
his chakra is still more than sasuke
i'm implying one more thing if kuubi is not inside him that means minato is alive , not to mention how nicely naruto will grow , may be he can perform genjutsu cause his chakra molding skill will be better and
finally i'd say
just combine kushina's chakra with minato's ability and u'll have
naruto without kyuubi
so still stronger than sasuke

Considering there was no seal this would mean no chakra would be wasted for keeping the Kiuby locked, and also he could control his chakra properly (remember that Jyraia said that it's because of the Kiuby's chakra that Naruto can't control his properly).
He would have Minato training him (most likely learning FTG) and Kushina teaching him sealing jutsu. He could still get SM add to that the Speed of FTG and some sealing jutsu and he would still be above most ninja.
And remember that it is a story. Kishi could easily figure out a way to make Naruto just as strong and efficient as he is now even without the Kiuby. The only thing he couldn't face without the Kiuby would be another Tailed beast, i doubt that would be possible... besides that he could still hold his ground against any opponent.
